New Regulatory Requirements Regarding Cross Border e-commerce Retail Import Operation
The draft regulatory plan for cross border e-commerce (CBEC) retail import policy has been devised with the following main points:
- The CBEC transition period has been officially granted according to China GAC, which will end on May 11th 2017. During this period osmetics, Infant formulas, medical devices, Special foods (including health foods, and foods for special medical purposes) can still be imported via CBEC without pre-market approval by CFDA.
- Bonded warehourse requirements – During the tranition period , pilot cities (including Shanghai, Hangzhou, Ningbo, Zhengzhou, Guangzhou, Shenzheng, Chongqing, Tianjin, Fuzhou and Pingtan) will continue to follow current regulations for CBEC imports. That is cosmetics, Infant formulas, medical devices, Special foods (including health foods, and foods for special medical purposes) do NOT require registration, first-time permission certificate or recording.
- Direct shipping requirements – During the tranition period , cosmetics, Infant formulas, medical devices, Special foods (including health foods, and foods for special medical purposes) do NOT require registration, first-time permission certificate or recording.
