AICIS Registration

All businesses (including sole traders and individuals) who import or manufacture industrial chemicals, or certain products that release industrial chemicals, for commercial purposes must register with AICIS. If you are already registered with AICIS and continue to import or manufacture industrial chemicals, you must renew your registration by 31 August each year.

AICIS fees and charges are based on an 8-level system that’s determined by the value of the industrial chemicals introduced in the previous financial year (1 July 2021- 30 June 2022). A registration fee of $75 applies to all registration levels. Reminder – to work out your registration level for the 2022-23 registration year, business’s must first calculate the value of industrial chemicals introduced in the previous financial year (1 July 2021 – 30 June 2022) using the formula on the AICIS website.

What information do you need to calculate your AICIS registration fee and charges?

You’ll need to know:

  • the value of the industrial chemicals you imported or manufactured during the previous financial year (that is, for the year ending 2 months before the registration year starts)
  • if you are a foreign (non-Australian) business – you’ll need an Australian Registered Body Number (ARBN)

What information can you use to work out your introduction value?

As a guide to determining the value of your chemicals, you could use relevant commercial documents such as commercial invoices, orders or confirmations, airway bills, insurance certificates or receipts for purchase of goods.

How do I value my introduction?

  • If you’re only importing chemicals = Total value ($AUD) of all relevant industrial chemicals = Customs value + Insurance + Freight + Customs duty.
  • If you’re only manufacturing chemicals = Total value ($AUD) of all relevant industrial chemical manufactured = Cost of labour and materials (including all ingredients) involved in manufacture + factory overhead expenses.
  • If you’re importing and manufacturing chemicals = Use the methods above to calculate the value of your imported and manufactured industrial chemicals and add them together.

Note: Manufacturing involves making a different chemical. Blending or mixing chemicals without making a different chemical is not considered manufacturing a chemical.

Annual declarations for 2021-22

Anyone who is registered with AICIS and has introduced industrial chemicals – or products containing industrial chemicals – during the 2021-22 registration year must submit an annual declaration.
